Why would iPhoto be a legacy software that doesn't automatically get updated or removed with Catalina? It's an Apple application, right? I'm supposed to contact the developer at Apple about it??

Photos replaced iPhoto several years ago. To transfer your media to Photos, Launch Photos with the option key held down. In the resulting dialog, choose your iPhoto Library. Photos will create a new Photos Library from your iPhoto Media. Your iPhoto Library will not be changed.
Apple replaced iPhoto with Photos many years ago and stopped supporting iPhoto. iPhoto does not run under Catalina.
There is lots of legacy software Apple no longer supports.
