iPhoto not supported in Catalina?

Why would iPhoto be a legacy software that doesn't automatically get updated or removed with Catalina? It's an Apple application, right? I'm supposed to contact the developer at Apple about it??

Even Apple's guide on how to update from iPhoto to Photos is by now so old, that it is no longer updated, but see this page for directions on how to open your iPhoto Libraries in Photos for Mac: Updating from iPhoto to Photos for macOS – Apple Support
