Why did i get charged $16.99 for my music subscription when im only ment to pay $11.99???

Call The billing department at Apple and ask them. Then you can dispute the charge. Make sure you keep a copy of your billing statement. If the charge is inconsistent with what your subscription in iTunes purchase history reflects, you may want to look at your entire purchase history for inconsistencies.
