on iMac (27" Mid 2010), how do I reinstall El Capitan while keeping my files and user settings intact?

What macOS is it currently running and why do you want or need to re-Install El Capitan.
If it is running the later Sierra or High Sierra OS? Then no, you will need to backup and erase the Macintosh HD before you can re-Install El Capitan.
