Locked iPhone X with Find my iPhone ON

Hi, yesterday I just got a phone from a local seller, but it's locked with an ID Apple and Find my iPhone is ON: it's possible to contact the last owner and disable Find my iPhone?

No one here nor at Apple can contact anyone for you. Go back to the seller for help.
