iPhoto is not compatible with Catalina, because it need some dynamic libraries, that are no longer part of macOS X. Apple will not release an update for iPhoto. iPhoto has been replaced by Photos for Mac and iPhoto is no longer sold or updated.

Open your iPhoto Libraries in Photos for Mac to work with your photos.

Launch Photos while holding down the options key ⌥ and selet the iPhoto Library you want to browse from the file chooser dialog.
