If you still can not start your iphone 11, since it is brand new and covered by warranty, have it inspected at an Apple Store or authorized Service Provider:--> Apple – Location Selector

Sometimes it takes several seconds to turn on using the side (power) button, but you took the right decision: have it inspected. After checking it out , the'll give you all the available info / options.

get an appointment at an Apple Store for an evaluation. You have 14 days from date of purchase for a refund if defective.
