External Disc Drive iPhotos library migration to External Drive Photos library

I have my iPhotos library on an external drive and would like to know how to migrate the iphotos library into an external drive Photos library before updating to Catalina OS.

MacBook Pro 15", macOS 10.14

If you open the iPhoto library on the external volume with the Photos application, it will migrate the contents into a new Photos library on the same external volume. This would require that the external volume be formatted in a modern Mac format (not a Windows-compatible format like FAT or ExFAT).

Thank you for the information. But do I have to first create a blank Photos library in the external drive before I launch Photos from the external drive? Not exactly how to proceed.
