Can not update my old ipad's ios
My old ipad has ios 9.3.5 and says that software is updated. How can I force an update to 9.3.6?

If your iPad is not a Cellular model (i.e., is a Wi-Fi Only model - and does not have a SIM tray) then your iPad cannot be updated to iOS 9.3.6.
This update addresses an issue with GPS - this being a feature that is only present on Cellular model of iPad.
