Just got iMac a few weeks ago; it will not shut down

The first week or so it DID shut down even if I didn't close apps (except Illustrator). Now even if I quit all apps first and use the shut down in menu, it does not shut down. (iMac with Retina display, running OS Mojave) Any ideas appreciated!
