can't seem to transfer apps from my newer ipad pro (IOS 13) to my older ipad IOS10 - using saved backup from my iPad PRO on the PC
It acts like it is doing something (and says 'done') - but nothing is changed on the old iPad
Is there some incompatibility going from IOS 13 (down) to 10?

You cannot restore an iPad to a backup of an iPad running a newer system software version. You can redownload compatible applications from the App Store > Purchased.
