Facetime

This is expected behaviour for a device purchased from a region where FaceTime is banned or restricted. There is no way to change this.

An iPhone which originated in the United Arab Emirates won't have FaceTime in the Netherlands or anywhere else outside the Middle East.

You'll also likely be denied warranty coverage on it.
