catalina wifi

Does anyone have a permanent fix for catalina wifi issues? It seems like I have to restart in safe mode every time I want to log into a wifi network. For some reason i can then restart normally to get full functionality back but then when i leave the network and come back i need to do it again. Ive tried the location fix some have mentioned, turning wifi off and on, tweaking some proxy and dns settings, resetting dhcp, etc... to no avail. Hoping they send a patch soon for this!
