Your question is pretty vague. Do you mean you can't launch iPhoto anymore?
Photos replaced iPhoto several years ago. Launch Photos with the option key held down. in the resulting dialog, choose your iPhoto Library. Photos will create a new library with your iPhotos media. Your iPhoto Library will remain intact.
