Updated ios to 3.1.3 now can not make or receive calls or data!

Can’t make or recieve calls after iOS15.6 update I updated my IOS about 5 days ago to iOS 15.6, issue is after the update I cannot make or recieve calls and I’m getting a “call failed” error. Mobile data and text messages are working and I could make and recieve calls perfectly before the update. I’ve tried all the “fixes” I could find and nothing is helping, please help!

Carrier has no clue.

I downloaded IOS 3.1.3 via Itunes

and reinstalled with USB vs. over the air. That fixed it.
