So a few days ago whenever I would insert a track downloaded from the internet onto Logic everything was fine and the track would play its normal speed. Now whenever I insert a track, the track is extremely sped up, I have even tried opening new projects but nothing seems to help

There is no such thing as a 16 bit project. The bitdepth of audio has no bearing on the speed; only the samplefrequency (44.1 kHz, 48 kHz, 88.2 kHz, 96 kHz etc) has. You can use 16 and 24 bit files in the same project without issue. But they have to have the same samplefrequency.
I would check if it is 24bit Audio inserted into 16 bit project
