Apple replaced iPhoto with Photos 4 years ago. Photos will create a new library for you to allow you to access your images. Launch Photos with the option key held down and select your iPhoto Library from the resulting dialog. Photos will move all your iPhoto media into a new Photos library, leaving your iPhoto Library intact.
