After Catalina upgrade - Photos app can't find photos library!

After upgrading to Catalina, I opened the Photos and and it's stuck on a screen that is asking me to choose a Library. No matter which library I choose it never seems to work. I have search the finder for "Photos Library", it finds one but it always comes back to the choose library screen. Help please.
