Hi,
I have set up family sharing with my wife. I would like to set up one photo library so that we can see and organise each others photos. I understand it is possible to share photos through a shared family album but this is not what I want.
Is one library with two family members possible?

No.
All iCloud services are tied to an Apple ID. You would need to share the Apple ID as well. Not recommended for a wide variety of reasons.
