After installing Catalina, my wired Apple keyboard does not work after startup or restart until I unplug and replug to USB. Then it works normally.
How can I correct ?

Problem solved. I was something to do with my Logitech mouse, the related software, or the wireless transmitter. When I removed the Logitech transmitter my problem went away. It was causing some other strange behaviors as well.
You're welcome. I'm actually on a Late-2015 5K iMac with the Apple USB extended keyboard and haven't run into the problem. You can try resetting the SMC and/or NVRAM.

Apple wired USB full size keyboard with keypad. Came with iMac in 2015. Worked perfectly until upgrade to Catalina. Tested on wife's iMac and works fine. Her identical keyboard has the same problem on my iMac. So it's not the keyboard, it's something about the software on my iMac. Once I unplug and reconnect, keyboard works fine.
Thanks again; good suggestions, but sadly to no avail. Disk First Aid didn't help either. I thought there might be a plist or something I could delete. It isn't terribly onerous to unplug and replug, but annoying. I might have to reinstall Catalina one of these days.
FWIW, I remembered something but vaguely. Certain models of iMacs came with an extension cable for the keyboard and apparently worked better with it. If you still have one you could try that. If you are using it you could try without it, Mine are plugged into a USB hub.
Which Mac and wired keyboard are you referring to? Mine work fine on all my iMacs.

I do have the keyboard extension cable and tried it both ways. Must be something weird in the software innards. Enough subtlety; guess I'll go brute force with a reinstall.

I said Logitech transmitter. Should have said receiver. It's the "Unifying receiver" plugged into USB.
