How can family members over 18 years old opt into SHARING Screen Time Info with the Family Organizer?

From the look of the details given at Use Screen Time on your iPhone, iPad, or iPod touch - Apple Support I don't think you can.

Cannot see child screen time in family sharing. I can not activate screen time on my kids phones. As I’ve read through the forums, I see that I am listed as organizer, and both of my kids are listed as adult. I am assuming that implies they are 18+, which limits the screen time. How do I change them to Child accounts? And does mine have to be listed as Parent? If so, how?
