I have an apple watch series 3 that can be updated to IOS 6 but my apple watch is paired with an iphone 6. When I go to the apple watch software update area on my iphone 6 it says "to update software on you apple watch you first need to update the software on your iphone". The iphone 6 last ios update was version 12 and it won't go to version 13, so how can I update my apple watch?

You can't unless you get a newer phone... and you don't want to until you do. If you do, it will no longer work with your iPhone 6.
