I bought some new transitions and followed all the guidelines to installing them.
/Users/<yourUserfolder>/Movies/Motion Templates/Transitions/<Smooth Transition layers>/<transitionTemplateFolders>
The Trainsitions folder and Motion Templates folder have the .localized after. I've restarted final cut pro multiple times, as well as my computer
Try adding the .motr extension to Pan Down 1. May I ask which developer you bought these from?

The Pan Down 1 has a .moti extension when i click get info.
Oh wow. Switching it to .motr worked.
