Before ios 13 when I receive a text message and i look at it in notification center and clear it. The message would count as it being read and badge number would disappear. It does not do that now.

I understand you are still seeing the badge number for message notifications after reading them in the Notification Center. iOS 13.1.2 was released September 30. Try updating to the most recent version of iOS and restarting your iPhone to address this issue.

I have tried that and I am still getting the same results
Same here, latest update did not fix this.
I updated to latest version and still have same issue. The update did not fix it.
I would have to pay to contact apple support from what i was told when entering information.
