I have an iphone 8 and when trying to realign apps, it won't let me always. Out of 10 tries, may be twice I'm successful in moving the apps. The app gets frozen and positions back to its original position.

Check that zoom is off in your accessibility settings. You might also want to make sure your accessibility shortcut (if you use one) is set to something other than zoom or turn it off.
Then try to move/rearrange your apps on your home screen(s).
