You cannot. You can disband the family on the old Apple ID, and create a new Family on the new Apple ID with it as the organizer.

What are you trying to accomplish exactly?

You cannot transfer the organizer.

You can only disband the family and create a new one.

That's why creating multiple Apple IDs is never a good idea.
