Rearranging apps on Iphone 7 plus when you update to ios 13

I have updated my iphone 7 plus to ios 13 but it won’t let me rearrange my apps. I know there’s this new way when you press hold the apps to move them but my iPhone won’t let me do that. The jiggly thing disappears when i try to move the apps

Go to settings and see if you have zoom enabled. If you do, turn it off.

This seems to be a glitch in iOS 13 where folks who have zoom turned on can't place apps where they want.

Settings > Accessibility > Zoom
