You have not mentioned this id is set up with secondary authentication account ( in which three answers for security questions , date of birth , rescue mail address and password is set up , might be you have set this id with 2FA .

This answer is incorrect. The person is not asking about the Apple ID, they are asking about the icloud email and those have 2 separate passwords. The article you attached gives instructions on changing the password for the Apple ID which is not helpful at all, unless the person has also lost their Apple ID password.
