Use Photos Library as System Photo Library Greyed Out

How do I set the Photos Library as the System Photo Library? With Photos open, I have accessed "Preferences" and gone to the "General" tab but the box "Use as System Photo Library" is greyed out. I need this to work so that I can use Photos as the source in Screen Saver
