Airpods also do not have the personalization features of a device capable of features such as Activation Lock. They really are just a simple Bluetooth accessory.
Limnos is correct. Your iOS device or Mac can only "find" them if they are a short distance away ... basically within Bluetooth range.
No, the Airpods can only communicate by Bluetooth (a couple of hundred feet at best) and unless I am mistaken they do not have any way to connect to the Internet directly, only to your device.
