If I have a GPS only Apple Watch, if I'm off of Wifi, does the watch use my phone's cellular data to stay connected to the internet?

The Apple Watch will Always try to use the iPhone's radios when it is in Low Energy Bluetooth range. If it cannot use Bluetooth, but has WiFi, it will use WiFi if it can go direct, but will also still talk to the iPhone, as phone calls, SMS/MMS, alarms, calendar events, email, etc... are still handled by the iPhone.

If you, your iPhone and Apple Watch are away from WiFi, then everyone uses the iPhone's cellular data connection.
