Activation lock is on, it is still linked to the previous owner

I bought an Apple iPad air.used it for 6 months ,now the activation lock is on.it is still link to the previous owners I'd.I can't get hold of the previous owner.iPad is not reported stolen.I also don't have the previous owners email address. What can I do.thanks
