the apple website says that the Apple Watch 5 requires an iPhone 6s or later and iOS 13 or later. My phone is running 12.4.1 and says no updates are available. What am I missing here?

Sounds like you have an iPhone 6 or older. But the iPhone 6 can get 12.4.2. If you have 12.4.2, then you most definitely have an iPhone 6 or older.

iOS 13 requires an iPhone 6s, SE, 7, 8, X, XS, XR, 11 or 11 Pro
