Do both phones need to be running the same iOS to transfer data?

I'm planning to upgrade from an iPhone 6 to a new 11. The 6 apparently won't run the new iOS 13, but presumably the 11 will be shipped with it.


Will I be able to transfer the data, or should I plan to configure the new one manually?

Yes, you should be able to transfer your data from either an iTunes or iCloud backup (or the Quick Start process) to the new phone.
