iTunes

For some reason my cash app card was charged $12 to iTunes. One would see my concern seeing that I’ve never used iTunes I went on to iTunes settings to view my last purchase and the purchase of $12 It was nowhere to be found. Which means I can’t make a request for a refund! Is this normal?

If you've looked at the purchase histories of all iTunes accounts you have linked to the card and not found it (and checked iCloud storage upgrades) : If you see 'itunes.com/bill' or an unfamiliar charge on your statement - Apple Support
