Family share account ( in order to put screen time controls into effect?)

My daughter's phone is somehow linked to my own apple ID, so I cannot get her iphone added to my family sharing account. Is there a way to 'move' her iphone so that she can be under my family share account ( in order to put screen time controls into effect?)

iPhone 8

You need to create an Apple ID for her to use so you can invite her to join Family Sharing.

If she is under 13 years old.
