How do I delete apps?

I’m not able to delete apps from the storage on my iPad.
I used to be able to delete by holding the app and an “x” would appear on the corner of the app allowing me to delete it(from the home screen). Now when I hold it down, it only shakes allowing me to move it around but nothing else.
Sounds like you have "Don't Allow" restrictions set for deleting apps.
Check Settings > Screen Time > Content and Privacy Restrictions > iTunes and App Store Purchases > Deleting Apps : change to Allow here.
Note: To make changes, Content and Privacy Restrictions switch must be ON

Why not directly on your Home screen?

Have you tried a hard reset of your iPad by holding down both the Home and sleep/wake buttons simultaneously until your iPad goes to black and restarts with Apple logo, then release the buttons?
Just put your finger lightly on an App and wait a couple of seconds. Don't press down. If you get a menu, just keep your finger there a bit longer.
