I have turned off Emergency SOS autodial on both the Watch app and in settings for the iPhone. However, I still seem to be inadvertently calling 911. What step have I missed to shut this off completely? If I want 911 I want to just have to dial it.

i had it turned off on both the watch and the phone and it it sent a random 911 call anyway. It appeared to ignore the setting. The odd thing is that I wasn’t touching any buttons on the watch or phone when it did it.

You can change your settings so that holding the side button won't call emergencyservices automatically: Open the Apple Watch app on your iPhone and tap the My Watch tab. Tap Emergency SOS. Turn off Hold Side Button
