iCloud storage is turned on but nothing is backing up

I upgraded the storage for my wife’s phone, because she can not take any more photos. I have the cloud turned on and selected the photos to be stored in the cloud. Nothing has transferred to the cloud and her phone is still saying it’s storage is full. I can not perform a back up either.

If you are using iCloud Photos, the photos do not upload to the cloud and then disappear from the phone. iCloud Photos merely keeps your photos in sync across devices so that you can view and edit all of them on any device. The photos remain on the device. It is possible that you still don’t have enough storage even though you upgraded the storage.
