iCloud
My iCloud payment is not deducting and for that bank said asked to apple for this. Even I can’t remove the payment method

If you have any subscription, including iCloud storage, you won't be able to remove all cards from an account.
Are there any error messages when you view the payment details screen on the account ? Have you tried adding a different card and removing that one via https://appleid.apple.com/account/manage ?
