Ipad factory reset
Is there a way to totally reset an Ipad that was given to me. It is still linked to the Icloud account of previous user? A reset that will also delete previous Icloud account.

No, it's activation lock (it wouldn't be a lock if you could remove it), you will have to contact the person whose account it's linked, only he/she can potentially help you
