Permanently deleted photos

Can I recover from icloud my permanently deleted photos?

As per this help link https://help.apple.com/icloud/#/mm08b49040b5

Deleted photos and videos are placed in the Recently Deleted album .

Once you select the photos in recently deleted folder and click on delete all .

A pop up window appears , and you again click on delete , the photos are permanently deleted from iCloud server and can't be recovered .
