I originally installed W10 using W10 1511 on a 2013 rMBP. It has been upgraded to 1703. I have stopped after that. If you have any of the ones between these two releases, can you test?

Remove and re-install Windows using 1511. Once it is installed, before you connect to any network and the W10 'forced' updates kill it again, use https://support.microsoft.com/en-us/help/2500967/how-to-stop-windows-7-automatically-installing-drivers to disable all driver updates . This procedure also works on W8.1/W10.
