Deleted apps not disappearing
I have deleted apps and they’re still appearing as white logos and still say ‘open’ in the App Store. I have tried to delete from the storage section but no luck. IOS 12.4.

Are sure you're deleting the App and not just Offloading it?
The ghost look, to me, is that you have offloaded not deleted it.

Also you can try force restarting your phone, that sometimes helps.
