family sharing

Why does one need to put a "payment method" in to proceed with family sharing set up? I figure it is so if the child buys something, but shouldn't there be an option to add a payment method.

Under the current Family Sharing, the organizer is required to have a credit card on file. If the Family has adult members, they aren't required to Ask to Buy when buying anything.
