Recently (since 12.4 update) when I am on a phone call I cannot use the iPhone screen. I can't change audio source, end call, etc. I also noticed when I am listening to a voicemail, I also can't use the screen.
No problems anywhere else.
Anyone else have this issue or any idea what to do?

To double-check, when you say you can't change the audio source or end the call, are those buttons unresponsive? Or do the buttons not show up at all?
Does it help if you Restart your iPhone, iPad, or iPod touch and test again?
As a test, try listening to a voicemail and, if it's unresponsive, see if you can force-close the app and try again: How to force an app to close on your iPhone, iPad, or iPod touch

I have tried restarting and force quitting the apps.
The buttons on screen during a call (and when listing to voicemail) are unresponsive. Everything looks normal. The only way I can end a call is to shut off screen.
