I can't refund anything, fellow users on user forums don't do that sort of thing.
What is the phone number to I tunes so I can talk to them
There is a recurring charge or $64 and I do not see it on my purchase history
If you've looked at the purchase histories of all iTunes accounts you have linked to the card and not found it you should be talking to the card issuer.
