Safari opening pop up window for every link that is clicked??

When I click on a link on a web page in Safari it is opening a pop up window with the content over top of the actual web page rather than just loading the website itself. You can click outside the pop up and it goes to the normal webpage. Any ideas on why it is doing this all of a sudden or how to turn it off? All search attempts have failed because "pop up" normally refers to a different type of pop up window which doesn't help! See attached pics of an example, first pic is the the actual page and second pic is the pop up that I get over top.

Is this happening on all web sites or only certain web sites?

Try setting up another admin user account in System Preferences/Users & Groups to see if the same problem continues. Please post back on whether or not this worked. Also try the Safe Mode. Please post back on whether or not this worked.
