You can never update the iOS on that device. It is now 9+ years old. It is too old, too under powered and completely incapable of running the 64 bit architecture required for the new iOS levels.
It really is time for a new iPad.
What model iPad do you have? If it's old, you likely cannot update it. So if you need or want the newer IOS levels, you need a newer iPad.

For that model iOS 5.1.1 is the highest you can go.
Apple discontinued that model in 2011.
