Upgraded iCloud storage but photos keep saying its full and can't backup

I wanted to refresh this question because it looks like a ton of folks run into it, and i did and couldnt find an answer. Rebooting and restarting Photos after upgrading iCloud did nothing. Simple fix: in Setting|iCloud, uncheck photos, then select it again. voila recognizes the additional storage.
