activation help for ipad

a friend of mine gave me his old iPad but it is giving me an activation lock screen. I asked him to remove it from his iTunes account so I could do a factory reset. He looked on his iTunes account and says it is not linked. Any idea how to get around this so I can reset it?

He said he did all that and it doesnt show the iPad as being on his account
